The course illustrates the basic principles related to the design, evaluation and monitoring of targeting systems. It also provides examples of how targeting principles can be applied both in emergency and longer-term food security contexts.

The target audience of the e-learning course includes:

  • Mid-level managers, technical staff, field personnel who are involved in the collection, management, analysis, and reporting of food security information.
  • Planners, policy formulators and programme managers who are involved in monitoring progress in poverty reduction, and meeting food security goals and targets.

  • Targeting methods based on context and target groups
  • Costs and benefits of targeting
  • Monitoring and evaluating targeting activities
  • Qualitative information to integrate measures of targeting accuracy
  • Basic principles and tools of targeting to various emergency situations
  • Targeting effects of different emergency response options
  • Similarities and differences between targeting in emergencies and in development contexts
  • Targeting principles and tools applied to non-emergency food security programme.

The course consists of  4  lessons, ranging from approximately  40  to  45  minutes duration each:

  • Lesson 1 – Introduction to Targeting
  • Lesson 2 – Monitoring and Evaluation of Targeting
  • Lesson 3 – Targeting in Emergencies
  • Lesson 4 – Targeting for Longer-Term Food Security
