It provides concrete guidance on actions required to create a policy and legal framework that increases the likelihood of women and men benefiting equally from agricultural investment and supply chains.

Policy- and law-making is the primary responsibility of governments at various levels. The target audience for this course therefore includes high-level representatives and technical staff of governmental institutions at the central and local levels, and parliamentarians. Government authorities involved in agricultural investment-related policies may include ministries of agriculture, land, environment, labour, finance and gender.

Although the responsibility for policy-making processes lies mainly with governments, non-state actors such as civil society organizations (CSOs), grassroots organizations, traditional authorities and private sector entities can be particularly influential at various levels. Donors and global and regional market actors play an increasingly significant role and can act as powerful allies to push forward policy reforms aimed at closing the gender gap in agricultural investment. Therefore, all the above-mentioned stakeholders can benefit from this course.
